The National Ports and Navigation Agency (ANPyN) awarded a comprehensive survey service for port infrastructure across the entire Argentine territory, formalized through Resolution 60/2026, signed on October 9 by Executive Director Iñaki Arreseygor and published on October 15 in the Official Gazette. The contract was awarded to Nadir Soluciones Integrales SAS for a maximum value of $2,550 million and an initial term of 12 months, with the possibility of a single extension for an equal or shorter period.
Scope of Work
The service, called the 'Comprehensive, Multimodal, Systemic and Georeferenced Survey Service for Port Infrastructure,' will cover land areas, water areas and the land-water interface zones throughout the country. According to the bid specifications, the land survey will include accesses, terminals, warehouses and road and rail connectivity; the water survey will cover access channels, roadsteads, anchorage areas and depths; and the interface survey will cover berthing fronts, fenders and sheet piling, with a systemic approach that analyzes each port as part of the national transport network.
Bidding Process
National public tender 508-0001-LPU26 had been authorized on August 3 through Resolution 45/2026, which approved the bid specifications and their annexes, and was processed through the COMPR.AR system. The bid opening took place on August 14 and received a single proposal, from Nadir Soluciones Integrales, which the evaluation committee deemed admissible, compliant with the bid specifications and offering a price favorable to the agency. Once the corresponding period had elapsed, the ruling received no challenges.
Contract Type and Budget
The contract will be executed under the Open Purchase Order modality, meaning ANPyN will request services according to its needs until the maximum quantities are exhausted or the contract term expires, without any obligation to request the entirety of the awarded service, and it must verify budget availability before each request. The expenditure is split between two fiscal years: infobae movant reported $643.3 million for 2026 and $1,906.6 million for 2027, while Global Ports and Argen Ports specified $643.4 million (or $643,387,500) for 2026 and $1,906.6 million (or $1,906,612,500) for 2027, charged to the General Budget of the National Administration.
Background and Expected Deliverables
Nadir Soluciones Integrales had already carried out, in the first half of the year, the multimodal infrastructure survey and the regularization of land title at the Port of Ushuaia, a methodology that is now being extended nationwide. Deliverables planned under the new contract include comprehensive diagnostic reports on the conservation status and operational capacity of each terminal, georeferenced databases for geographic information systems, and multimodal plans and models of the land-water interface and connectivity schemes.
