Brazil's National Waterway Transportation Agency (ANTAQ) has opened Public Consultation SRG No. 04/2026 to receive contributions, information and suggestions regarding the impacts and regulatory needs of the various types and scenarios of ship-to-ship fuel transfer operations, including bunkering.
Purpose of the consultation
The initiative seeks to gather background information on the preliminary Regulatory Impact Analysis (RIA) report for Theme 2.3 of the 2025/2028 Regulatory Agenda, which addresses the guidelines for fuel transfer operations between vessels.
Deadlines and how to participate
Waterway sector users and operators, along with other interested parties, may submit their input until 11:59 p.m. on November 12 through an online form made available by the agency. According to ANTAQ, the text of the contribution must be completed mandatorily in this form, while images such as maps, plans or photographs may be sent by email to srg@antaq.gov.br, provided they are properly identified and submitted within the established deadline.
Informational webinar
To further the discussion on this topic, ANTAQ will hold a webinar on November 3 at 10:00 a.m. in the agency's plenary hall in Brasília, with live streaming on its official YouTube channel. The session will present and discuss the matter with stakeholders and clarify aspects related to the preliminary RIA report.
