Brazil's National Waterway Transportation Agency (ANTAQ) has published the tender notice for Auction No. 04/2026 for the lease of the IQI16 terminal, located at the Port of Itaqui, in São Luís, Maranhão state. The area, spanning 21,829.92 square meters, is intended for the receiving, handling and storage of solid mineral bulk cargo, mainly fertilizers, and has a static capacity of 70,000 tons and an estimated annual throughput capacity of 1.008 million tons. The auction is scheduled for December 9, 2026, at 2:00 p.m., at the B3 headquarters in São Paulo.
Investment and fertilizer demand
According to Brazil's Ministry of Ports and Airports, the IQI16 terminal lease project envisions R$ 147.01 million in investments to upgrade the area and expand fertilizer handling and storage capacity. National Ports Secretary Alex Ávila noted that the expansion aims to meet the demand of Brazilian agribusiness, as the country is the world's third-largest fertilizer consumer, with annual demand of between 40 and 45 million tons, about 80% of which is imported. The official highlighted that the greatest growth opportunities for this type of cargo lie in the North and Northeast regions of the country, where the Port of Itaqui is located.
Contract terms
The lease contract will have an initial term of 25 years, with the possibility of extension, and the winning bidder will be the one offering the highest grant value for the right to commercially operate the area. To preserve competition in the fertilizer market at the Itaqui Port Complex, the tender notice establishes that economic groups whose market share exceeds 40% after the lease will only be able to win the bid if no other valid proposal exists.
Process timeline
According to the schedule released by ANTAQ, the deadline for requesting clarifications on the tender terms runs until November 13, while challenges may be filed until November 30. Responses to the clarification requests will be published on November 24, and the consolidated report, along with the results of the challenges, will be released on December 3. The submission of representation documents, guarantees and lease proposals is scheduled for December 4, and after the auction, the winning bidder must submit its qualification documents on January 13, 2027, with an appeals period between January 22 and 26, the results of which will be known no later than February 22.
