Brazil's National Land Transport Agency (ANTT) approved a cooperation agreement with the National Confederation of General Insurance Companies (Cnseg, also referred to as CNseg) to oversee mandatory insurance for road freight transport. The verification covers three types of coverage required by law: Road Carrier Liability Insurance (RCTR-C), Road Carrier Liability Insurance for Cargo Loss (RC-DC), and Vehicle Liability Insurance (RC-V), and will be used both for registration and renewal in the National Registry of Road Freight Carriers (RNTRC).
Official publication
The measure was formalized through Resolution No. 293, dated October 8, 2026, which was published in the Diário Oficial da União on Friday, October 9. The agreement also includes a joint work plan between ANTT and Cnseg to implement the insurance verification process, and it took effect on the same date of its publication.
Digitalizing oversight
The agreement was approved on October 8 during a meeting of ANTT's board of directors and aims to modernize insurance verification through the electronic exchange of information between insurers and the regulatory body. According to media reports, this will reduce the need for carriers to submit physical documentation to prove compliance.
Scope of coverage
RCTR-C covers damage to goods resulting from accidents, RC-DC is linked to incidents such as theft or robbery of cargo, and RC-V covers damage that the vehicle used in transport may cause to third parties. Cooperation between ANTT and insurers is provided for under SUROC Ordinance No. 27/2025, which authorizes the electronic exchange of information directly or through a representative entity to verify compliance with these insurance policies.
According to the agency, the initiative seeks to streamline oversight procedures, reduce bureaucracy and expand digitalization of services linked to road freight transport, and data exchange must comply with data protection regulations. ANTT did not specify in its statement when the new verification system will begin operating.
