Cisco and PSA Develop AI Platform to Manage Incidents at Tuas Port

Cisco and PSA Singapore announced they will develop a proof of concept for an artificial intelligence-based observability and incident management platform intended for Tuas Port, the container terminal the companies describe as the largest fully automated in the world. The initiative seeks to strengthen the port's digital resilience and is part of Cisco's Country Digital Acceleration program, aimed at supporting Singapore's digitalization priorities through public-private sector partnerships.
How the Platform Will Work
The proposed system will bring together real-time performance data from PSA's applications, infrastructure and networks into a centralized view. Artificial intelligence will map the relationships between services and infrastructure, enabling technical teams to identify affected systems during an incident, diagnose its root cause and receive recommendations to resolve issues in real time. The goal is to reduce unplanned disruptions and, eventually, anticipate them before they occur.
The Cost of System Downtime
The companies noted that the terminal operating system (TOS) is an example of critical infrastructure whose disruption can affect cargo movement, storage and tracking, as well as overall port business continuity. According to Cisco research cited by the companies, the average annual cost of downtime per organization reached 300 million dollars.
Security and Statements
The platform will also incorporate cloud-native security capabilities designed to protect critical infrastructure, prevent unauthorized access and detect unusual network traffic. Nelson Quek, Regional CEO for Southeast Asia at PSA International, stated that digital resilience is fundamental to the reliability and efficiency of global supply chains, and that the collaboration with Cisco reinforces Singapore's position as a trusted global trade hub. Meanwhile, Bee Kheng Tay, President of Cisco ASEAN, said that as critical infrastructure becomes more complex, organizations need to see, understand and act on their entire technology stack in real time.
Project Deployment and Scale
The platform will first be deployed at the Tuas Port Phase 2 Living Lab, the space where PSA tests, validates and refines technologies under real-world conditions, as part of a multi-year digital transformation program as the port continues its expansion toward full completion in the 2040s. PSA Singapore operates Singapore's container transshipment hub, which according to the sources handled 44.5 million TEUs in 2025 and maintains connections with 600 ports worldwide.
