Belgian contractor DEME has signed a new contract for the transport and installation of 69 wind turbines in phase 1 of the Zeevonk offshore wind farm, located in the Dutch North Sea. For this campaign, the company will use its next-generation jack-up offshore installation vessel Norse Energi. The agreement adds to the foundation installation contract DEME had already secured for Zeevonk in July 2026, consolidating its role in the project.
Timeline and contract value
According to DEME, the contract falls within its value category of between €50 million and €150 million (between $56 million and $168 million, based on the exchange rate cited by Splash 247). Mobilization for this campaign is scheduled for 2028, with offshore works beginning shortly after and project completion planned for 2029. The development of Zeevonk phase 1 is still subject to a final investment decision.
The previous foundations contract
The July 2026 contract, which DEME valued at between €150 million and €300 million, covers the intermediate transport of the monopiles, the staging of primary and secondary steel, the installation of 69 monopile foundations and the placement of a scour protection filter layer. For that foundation campaign, DEME plans to use several vessels, including the floating installation vessel Orion for the monopiles, supported by a jack-up for secondary steel work and a fallpipe vessel for scour protection.
Project features
Zeevonk is jointly owned by Vattenfall and Copenhagen Infrastructure Partners (CIP) through its Energy Investment Fund I, and will have a total installed capacity of approximately 1 GW in its first phase. The site is located between 63 and 84 kilometers off the coast of Bergen aan Zee, covering an area of 650 square kilometers. A second 1 GW phase is planned for 2032, together with 500 MW of system integration capacity, which will include a green hydrogen electrolyzer at the Port of Rotterdam.
Other contracts and the Norse Energi vessel
Separately, Boskalis secured the contract on October 1 for the installation of inter-array cables for phase one, covering approximately 149 kilometers of 66 kV cables, which the cable-laying vessel BOKA Ocean will install in 2029. The Norse Energi, which DEME will use for turbine installation, was delivered by CIMC Raffles in January and, according to the company, is capable of installing turbines with rotors over 300 meters in diameter in water depths of up to 70 meters.
