Empresa Portuaria San Antonio (EPSA) announced the start of the tender process for the first enabling works of its Outer Port project, considered the largest port construction project in Chile's history. This stage includes the development of detailed engineering and the construction of two roads corresponding to the north and south connections, and has initial financing of USD 50 million provided by the Development Bank of Latin America and the Caribbean (CAF).
Timeline and participants
Bidding documents for this tender will be available for purchase from October 13 to November 12, 2026. The call is open to national and international construction companies, as well as consortia specializing in infrastructure works that have the experience and technical capabilities required for this type of project.
Statements from EPSA
EPSA's Board Chairman, Sergio Merino, stated that with this first tender the company is fulfilling the commitments made by its board to strengthen the planning of the upcoming stages of the Outer Port. Merino added that the project represents a historic opportunity for San Antonio, as its various stages will generate jobs, strengthen local suppliers, and include compensatory measures such as urban parks for family recreation and environmental protection.
Next steps
According to the executive, EPSA will continue securing financing for the remaining stages of the project and will move forward in preparing the bidding documents for the construction of the breakwater. Merino emphasized that there is a State mandate for the Outer Port to be built whenever the country requires it, which is why the company must continue consolidating a solid and responsible approach to carrying it out.
Project background
According to other coverage of the process, the project addresses the need to improve maritime infrastructure in light of the congestion currently facing the Port of San Antonio. The expansion is expected to help diversify trade routes, speed up vessel service times, and strengthen San Antonio's position as a key hub for maritime trade in the region.
