Mammoet Canada Eastern, the Port of Argentia and Argentia Capital signed a memorandum of understanding (MoU) to advance the development of a floating dry dock and marine repair facility in Newfoundland and Labrador, Canada. According to Ports Europe, the agreement was signed on October 21, 2026.
Technology and project scope
The planned multi-user facility would be built around the Tugdock Submersible Platform, a modular floating dry dock system designed to accommodate different vessel types and industrial applications. The partners are seeking to combine Mammoet's heavy lift, transport and marine services capabilities with Tugdock's technology and the existing infrastructure at the Port of Argentia, including its graving dock, ice-free deep-water port and industrial land, with the aim of supporting year-round, 24-hour marine operations.
Target customers and statements
Prospective customers for the future facility include commercial vessel operators, the Canadian Coast Guard, the Royal Canadian Navy, offshore oil and gas operators and the offshore wind sector. Mammoet's Managing Director, Jeremy Asher, noted that the partners see significant potential to develop a competitive marine repair and service operation, while Port of Argentia CEO Scott Penney highlighted that Mammoet already has a presence at the port, with work at the former Cenovus Graving Dock site and on staging projects for offshore wind energy.
Next steps
The parties plan to launch a formal expression of interest process in the coming months to identify an experienced marine industrial operator to manage the proposed facility and support the development of marine services in Argentia. Mammoet is a Netherlands-based company specializing in heavy lift and transport engineering for industrial and infrastructure projects worldwide, while Argentia Capital is a joint venture formed by Port of Argentia Inc. and Torrent Capital Ltd. to pursue port infrastructure opportunities and related business.
