The Port Authority of the Southern Adriatic Sea launched a preliminary market consultation to identify operators interested in developing and managing a new multipurpose terminal at the Diga di Costa Morena quay in the Port of Brindisi. The project comes after Enel Produzione S.p.A., the site's current concessionaire, began dismantling its assets in the area.
Timeline and framework of the process
The notice of expression of interest was approved on October 19 and published on Friday, October 23, 2026, and interested parties will be able to submit proposals individually or jointly within a two-month period. The initiative is exploratory in nature and precedes a possible competitive concession tender, with the authority having awarded nothing as yet and making no commitment to proceed on the same terms. The redefinition of the Costa Morena area is part of the authority's 2026-2028 operational plan, which sets out infrastructure priorities and port traffic development goals.
Size and terms of the concession
The future concession covers around 75,000 square meters of yard space and 550 meters of quay, including approximately 40 meters of Costa Morena Riva and the entirety of Costa Morena Diga, roughly 515 meters long. The concession term could run between 20 and 40 years depending on the investment plan submitted, with a fixed annual fee of between €1.2 million and €2 million, plus a variable component of between €20,000 and €100,000 linked to productivity, energy, and environmental efficiency indicators.
Operational limitations
The terminal will be able to handle, store, and stock cargo of all kinds, including waste and most hazardous materials, although IMO Class I explosives and Class VII radioactive materials are excluded, and no passenger or cruise traffic is envisaged. The site, which previously supplied solid fuels to the Federico II power plant in Cerano, currently has a depth of 12.19 meters, which the authority aims to restore to its original 14 meters by 2028-2029. In addition, the proximity of Brindisi Airport limits the height of vessels and quay equipment, including cranes, to 50 meters above mean sea level.
Rail infrastructure
The site has a 490-meter rail line that the future concessionaire will need to restore, connected to the national network through facilities operated by the Consorzio Asi di Brindisi. In May 2024, Rete Ferroviaria Italiana had awarded works on the Brindisi intermodal node worth more than €33 million, including a station with four 750-meter loading tracks and a route to the port sidings and Costa Morena that bypasses Brindisi's central station.
