The Ministry of Transport and Communications (MTC), through the National Port Authority (APN), signed a Sister Ports Declaration with PortMiami, the Miami-Dade Dante B. Fascell Port, on September 23, in a ceremony attended by Minister José Tangherlini. The agreement formalizes the relationship between the Port of Callao and PortMiami with the aim of strengthening port cooperation between Peru and the United States.
Scope of the agreement
The declaration provides for the exchange of information and experience on cargo and cruise operations, port statistics, market studies and infrastructure projects. It also envisions mechanisms for technical cooperation, educational visits and the formation of a bilateral working group to drive and monitor joint initiatives, while leaving open the possibility of adding new areas of collaboration by mutual agreement between the parties.
Callao's weight in foreign trade
The alliance is significant given the role of the Port of Callao in Peru's foreign trade, as it channels approximately 68% of national exports. The United States is a strategic market for that flow: 62% of the TEUs exported to that destination through Callao are handled by DP World Callao, the terminal from which products such as fishmeal and fish pellets, grapes, avocados, fresh blueberries, mineral concentrates, frozen giant squid, plastic manufactures, ceramics and tiles are shipped.
Voices of the key players
APN Board Chairman Abel Alvarado noted that the instrument takes on special significance in the context of strengthening relations between Peru and the United States, calling it an alliance between two leading ports of the Americas. For his part, Eric Olafson, PortMiami's Director of Global Trade and Business Development, highlighted the existing relationship with Callao through two shipping services and expressed his expectation of continuing to increase cargo volumes with the support of Ambassador Bernie Navarro. The ceremony took place at the South Zone Container Terminal in Callao, operated by DP World Callao, with the participation of the United States Ambassador to Peru, Bernie Navarro; the Ambassador of the United Arab Emirates to Peru, Ibrahim Salem Alalawi; and the CEO of DP World in Peru and Ecuador, Carlos Merino.
Port modernization
The agreement comes within the framework of a modernization and expansion process for Callao's infrastructure, which includes a proposed investment of USD 1,470 million to expand the South Pier and implement the Callao Inland Port (Antepuerto). During the signing, Ambassador Bernie Navarro underscored the importance of Callao and the interest of the United States in taking part in its modernization. The port handled 2,079 million TEUs in 2025 and has an installed capacity of up to 2.7 million TEUs per year.
