Port of Riga to Serve as Testbed for Resilient Maritime Connectivity

Latvian port technical services provider LVR Flote and Dutch-Latvian technology company HARDMODE signed a memorandum of understanding during the Techritory Forum held in Riga. The agreement aims to develop and test secure communication technologies for ports and the maritime sector, regarding this connectivity as a crucial part of critical infrastructure, and turns the Port of Riga into a real-world testing environment.
Combined technology
HARDMODE's proposal combines mobile, satellite, tactical and narrowband communications rather than relying on a single network, with a decentralized architecture that allows each node to communicate directly and run applications locally. HARDMODE founder and CEO Artūrs Lindenbergs explained that resilience cannot depend on a single technology, which is why they combine several so that if one degrades, the others can sustain traffic.
Interference in the Baltic
The Baltic Sea region has recorded repeated interference with satellite navigation systems affecting shipping and port operations, which according to the sources reinforces the need for communication systems that do not depend on a single technology. Kaspars Ozoliņš, a board member of LVR Flote, noted that port technical services must keep operating both in day-to-day operations and in crisis situations, and that together with HARDMODE they will seek to ensure that hydrographic surveys, infrastructure maintenance and coordination with other port stakeholders can continue even when conventional networks are disrupted.
Initial trials and expansion
The first trials will examine applications such as hydrographic surveys, navigational safety, monitoring and infrastructure maintenance, assessing performance during disruptions in real port operations. The partners also plan to create an open testing framework that other technology companies whose products depend on secure communications can join, and to drive joint research and development projects with a view to commercializing successful systems at other European ports.
International dimension
The Ambassador of the Kingdom of the Netherlands to Latvia, Carl Peersman, stressed that resilient critical infrastructure and secure digital connectivity are vital for the security and economic stability of Europe's maritime gateways, and welcomed the fact that the Port of Riga serves as a real-world testbed for this collaboration between Dutch-Latvian innovators such as HARDMODE and LVR Flote. The sources note that the agreement opens a new chapter in maritime cooperation between the Netherlands and Latvia, although no timeline has yet been released for the initial trials or for any eventual commercial rollout.
