The Port of San Antonio, in Chile, held an emergency drill for a fuel spill in the bay, involving the Maritime Authority, Empresa Portuaria San Antonio (EPSA) and the emergency brigade of the concessionaire Puerto Panul. The exercise sought to strengthen preparedness for this type of incident and assess coordination among the different players in the port system.
Details of the exercise
The activity took place at the QC Policarpo Toro terminal, where a simulated rupture of a hose used to transfer fuel was staged, triggering a mock diesel spill into the sea. In response to this scenario, the teams activated their emergency protocols and deployed three vessels along with floating containment booms to prevent the hydrocarbon from spreading across the water.
Coordination between terminals
EPSA's Deputy Manager of Occupational Health and Safety, Environment and Quality (SSOMAC), Maximiliano Gedvillo, explained that one of the main objectives of the drill was to test how available resources are coordinated in an emergency of this kind, including the possibility of joining the containment booms from both terminals to form a single barrier.
The Harbor Master of San Antonio, Frigate Captain Roberto Ascencio, highlighted the importance of keeping personnel and equipment up to date on procedures and the initial actions to be taken in response to this type of emergency. The exercise is part of the Port of San Antonio's Joint Emergency Action Plan, which sets out coordination procedures among the companies and agencies operating at the port in the event of situations that could affect people, operations or the environment.
The training also aimed to assess emergency procedures, integration between terminals and the effectiveness of hydrocarbon containment measures, with a focus on environmental protection and the safety of port operations.
