The Cyprus-flagged general cargo vessel Västerbotten, operated by the German company Navalis Shipping, was detained by the Russian border guard while sailing from the Swedish port of Mönsterås to Sillamäe, Estonia. The detention took place overnight between September 30 and October 1, 2026, in the Gulf of Finland, when the vessel, built in 2008, entered Russian territorial waters. After being inspected, the Västerbotten was released and resumed its voyage, arriving in Sillamäe on Thursday afternoon.
No explanation from Moscow
Russian authorities offered no official explanation for the reasons behind the detention, as confirmed by the Estonian Transport Administration and the Estonian Police and Border Guard. Are Piel, head of the maritime traffic services department at the Estonian Transport Administration, noted that every country has the right to control vessels entering its territorial sea and that the Russian administration apparently deemed it necessary to inspect the vessel as it crossed its waters. Estonian authorities described the situation as 'unpleasant' but not unusual, framing it within the right of inspection over territorial waters.
Not the first incident in the area
The Västerbotten case is the first of its kind in the region since 2025. In May of that year, the Russian border guard had detained the Liberian-flagged tanker Green Admire, operated by the Greek shipping company Aegean Shipping, shortly after it departed from Sillamäe; according to one source it was released after two days, while another indicates the detention was brief. That same year also saw other incidents at the border: Estonia held the unflagged tanker Kiwala for two weeks over safety and registration irregularities, and in May attempted to board the tanker Jaguar, which led to an international incident following the alleged violation of Estonian airspace by a Russian fighter jet, with NATO jets monitoring the situation.
Route change following the incidents
Following these incidents, the Estonian Transport Administration decided to reroute, as far as possible, maritime traffic to and from Sillamäe through Estonian waters in order to avoid further Russian inspections. One source also recalled that in August Russian President Vladimir Putin had warned the West against detaining Russian vessels, suggesting that the detention of the Västerbotten could be part of a pattern of mutual retaliation between Russia and Western countries.
