Uruguay's National Ports Administration (ANP) has issued a call for an abbreviated tender to hire a specialized consultancy to draft the 2027-2040 Port Development Master Plan. The goal is to define a comprehensive strategy for the development of the facilities managed by ANP, addressing infrastructure, operations and capacity needs, as well as demand scenarios and opportunities for new projects.
ANP President Pablo Genta explained that the master plan will serve as a roadmap for integrating the port system efficiently, competitively and sustainably into the country's and the region's multimodal network, bringing together rail, road, air and river transport as a single system. Genta added that the document will be drawn up in consultation with the port community and with a long-term vision, seeking to build consensus to move toward a State port policy, within the framework of the Integrated Transport and Logistics Plan being promoted by the Ministry of Transport and Public Works (MTOP).
The study will cover the commercial and recreational ports of Montevideo, Juan Lacaze, Colonia, Nueva Palmira, Fray Bentos, Paysandú, Salto, La Paloma, Carmelo and Piriápolis, in addition to facilities linked to the system such as Puntas de Sayago, Puerto Capurro and the Rivera Inland Multimodal Port Terminal.
According to the tender documents, bidders must have a multidisciplinary technical team made up, at minimum, of a project leader, a port infrastructure specialist, a logistics and market analysis specialist, a port operations and security specialist, an environmental management and sustainability specialist, and a legal specialist.
The bid opening for Abbreviated Tender No. 29296 is scheduled for December 16, 2026. Once the contract is awarded, the selected consultancy will have a maximum term of eight months, counted from the day after signing, to complete and submit all the planned work.
