The Board of Directors of the Port Authority of the Bay of Cádiz approved granting an administrative concession to the company Iniciativas Sociales Productivas, S.L. for the construction and operation of a multi-story parking garage and commercial buildings on the esplanade of Muelle Reina Sofía, next to Paseo Almirante Pascual Pery, in what is shaping up to be the future area of integration between the port and the city.
Area and Parking Spaces
The project will occupy a rectangular area of 12,646.52 square meters on the esplanade of Muelle Reina Sofía and will create 1,024 parking spaces, distributed with 509 on the ground floor and 515 on the first floor. According to Diario del Puerto, the planned investment is 20.2 million euros, while Portal Portuario puts the figure at USD 24 million.
Services and Accessibility
The facility will include 36 electric vehicle charging points, seven of them in accessible spaces, with plans for future expansion. It will also offer bicycle rental, parcel lockers and a vending area, in addition to a service available 24 hours a day, 365 days a year with on-site staff, along with online booking and payment, license plate recognition, electronic toll collection and digital occupancy control systems.
Timeline and Background
According to Portal Portuario, the concession will run for 50 years, and construction must be completed within a maximum of 16 months from the handover of the land. The port authority had received the application from Iniciativas Sociales Productivas in December 2025, after the Port Authority of the Bay of Cádiz had twice called a public tender that was declared void, until now, once the administrative procedures were completed, the granting and terms of the concession were approved.
The parking garage's design will take advantage of the roughly five-meter difference in elevation between Muelle Reina Sofía and Paseo Pascual Pery, so that the structure will sit nearly level with the upper promenade. Both Diario del Puerto and Portal Portuario note that this development is seen as a driving force for the overall project to integrate the port into the city of Cádiz, since its execution will allow progress on the rest of the planned works.
