The Federal Port Authority – Codeba and the Brazilian Institute of Results-Based Management (IBGR) are moving forward in coordinating actions to launch the HN-500 Program, the São Francisco National Waterway. Codeba's Administrative and Financial Director, Leandro Gaudenzi, met with local leaders and representatives of the riverside community to present the program's concept, the timeline for upcoming stages, the areas of action and the mobilization strategy for the municipalities involved.
Gaudenzi explained that Codeba is reactivating the waterway as the main navigation route to revitalize the Northeast's logistics chain, integrating Pernambuco, Bahia and Minas Gerais. He also noted that work is already underway to develop a suitable business environment and train personnel from the region, so that once the waterway is fully operational there will be structured logistics distribution points staffed with local labor.
The program includes drawing up a diagnostic assessment of the localities along the waterway, identifying production chains and regional development opportunities, as well as training professionals to meet logistics needs. To organize actions according to the particularities of each area, the initiative is structured around three territorial hubs along the São Francisco River, taking into account economic, social, environmental and cultural aspects.
Agreement with the Federal Government
In parallel, the Ministry of Ports and Airports (MPor) and the Bahia state government were expected to sign an agreement transferring to Codeba (Companhia das Docas do Estado da Bahia) the administration and management of the São Francisco River Waterway (HN-500), for a 25-year term. The agreement delegates administration, operation, maintenance, conservation and restoration activities for the waterway, the Sobradinho lock and small public port facilities, with the aim of improving navigability and safety and driving the resumption of commercial navigation on the river. The ceremony was expected to be attended by Minister Tomé Franca and Governor Jerônimo Rodrigues.
