The Maritime and Port Authority of Singapore (MPA) and the Port of Qingdao, a member of Shandong Port Group, signed a work plan on green and digital shipping cooperation on Wednesday, November 4. The agreement seeks to put the Singapore-Shandong and Singapore-China Green and Digital Shipping Corridors into practice through concrete initiatives in three areas: green marine fuels, maritime digitalization and joint research.
Methanol Pilot Projects
On the fuels front, both parties will explore pilot and demonstration projects for the supply of marine fuels with zero or near-zero greenhouse gas emissions, including methanol, for vessels operating on direct routes between Singapore and Qingdao. They will also study the aggregation of methanol bunkering demand and share knowledge on supply standards and operating procedures.
Port Data Exchange
The plan includes a digitalization component that will leverage MPA's OCEANS-X platform and the Port of Qingdao's Yungangtong platform to facilitate the exchange of vessel operational data between both ports. The aim is to improve visibility of vessel arrivals and support more efficient planning of berthing, port resource allocation and port calls.
Joint Research and Signatories
As a third pillar, MPA and the Port of Qingdao will promote knowledge exchange and joint research opportunities in alternative marine fuels and maritime digitalization, with the participation of institutions such as the Singapore Maritime Institute and the China Waterborne Transport Research Institute. The plan was signed by MPA's Chief Executive, Wee Keong Ang, and Qingdao Port Group's Chairman, Su Jianguang, with Shandong Port Group's Chairman and General Manager, Gao Liping, in attendance.
Prior Framework for the Corridors
The work plan builds on previous agreements: on October 9, 2024, MPA and the Shandong Provincial Department of Transport signed a memorandum to establish the Singapore-Shandong Green and Digital Shipping Corridor, and on October 19, 2025, the transport ministries of Singapore and China signed another memorandum to establish the Singapore-China Green and Digital Shipping Corridor, announced by MPA on October 25. In addition, Qingdao is advancing a municipal port transition plan for 2026-2028, presented in September 2026, which envisions regular green methanol bunkering, the development of ship-to-ship LNG supply and liquid ammonia supply, and a green marine fuel volume of 80,000 tonnes per year by 2028.
