The National Agri-Food Health and Quality Service (SENASA) has authorized health entities, foot-and-mouth disease eradication foundations, and other organizations that carry out official vaccination campaigns to integrate into the distribution network of official animal identification device providers.
The measure, formalized through SENASA Resolution 898/2026 and published in the Official Gazette, seeks to enhance the use of electronic identification through the territorial presence of these organizations, which will provide close support to livestock establishments that do not have their own equipment or require technical assistance.
Thus, within the framework of Resolutions 530/2025 and 841/2025, SENASA defined that these associations may directly acquire devices from authorized providers, market them, and deliver them to producers within their area of operation.
When trading or delivering the devices, they must inform the provider of the producer's data, the destination National Sanitary Registry of Agricultural Producers (RENSPA), and the quantity and type of devices, among other aspects. It should be clarified that the provider will be responsible for registering the assignment of the devices to the corresponding RENSPA in SIGSA.
Furthermore, with the new regulations, producers may choose to contract the entities for electronic device placement and reading services, which will be responsible for submitting the collected information to the Integrated Animal Health Management System (SIGSA).
The personnel designated by the Entity for placement must use an electronic reader linked to the SIGBIOTraza mobile application, read each device, and associate it with the animal's sex, breed, month, and year of birth. Once the task is completed, they must close the formed batch in the application and submit it to SIGSA.
To complete the declaration, the producer must access SIGSA, review the batch data, and confirm the application. This management can also be carried out by the health entity, provided it has prior authorization or delegation to act on behalf of the producer.
The entities must maintain an updated digital record of acquired, delivered, placed, and declared devices, with information on their traceability and any loss, deterioration, disuse, or return. Supporting documentation must be kept in digital format and be available for SENASA inspection for five years.
It should be noted that the inclusion of the Entities and foundations in these tasks does not grant them the status of official device providers. Their role is limited solely to the acquisition, marketing, and delivery of the devices, and to the provision of placement, reading, and registration services within their jurisdiction.
This measure allows to expand the capacity of the Electronic Animal Identification System by adding the experience and work structure of these organizations. At the same time, it facilitates producers' access to official devices and associated placement and reading services, without the need to have their own reader or to perform the digital tasks assigned to the Entity themselves.
