The Prefectura Naval Argentina, in its capacity as National Maritime Authority, through the Environmental Protection Directorate (DPAM) and the Superior School (ESUP), successfully concluded the “Contingency Planning for Spills – Practical” course, developed between October 5 and 16 of the current year within the framework of the Annual Training Plan of the aforementioned academic unit.
During the closing ceremony, the Director of Navigation Security and Environmental Protection Police, Prefecto General José Fernando Dos Santos, accompanied by the Head of the Environmental Navigation Security and Environmental Technical Department, Prefecto Mayor Miguel Damián Moyano, along with senior staff and faculty, presented the corresponding certificates to the students.
The event was attended by ten participants, including an officer from the Republic of Paraguay. The students updated and deepened their knowledge within the national and international regulatory framework applicable to response planning for spills of hydrocarbons or other Harmful and Potentially Dangerous Substances (SNPP). The training combined theoretical instruction with practical exercises and experiences through real on-site audits.
For its part, the course was taught by the teaching team of the DPAM's Plans Division, made up of its Head, Subprefecto Gonzalo Ezequiel Dalpra, Oficial Principal Anyelén Macarena Svegliati, and Oficial Principal Gabriel Leandro Sztejnberg.
During the sessions, the role of the Prefectura Naval Argentina as administrator and enforcing authority of the National System for Preparedness and Response to Coastal, Marine, Fluvial, and Lacustrine Pollution by Hydrocarbons or other Harmful and Potentially Dangerous Substances was explained in detail, addressing current regulatory guidelines, the Maritime Authority's control expectations, and institutional advances towards the modernization of system management.
Likewise, audits of the Emergency Plans Contributing to PLANACON were carried out, an aspect that constitutes a fundamental requirement to close the training cycle of future auditors of the emergency plans administered by this Maritime Authority.
