The Centro Despachantes de Aduana (CDA) held its National Meeting of Customs Brokers and Customs Transport Agents on Wednesday, November 4, and Thursday, November 5, at the Hotel Uthgra Sasso in Mar del Plata, resuming the event after several years without being held. The gathering brought together specialists, officials and foreign trade figures, and was opened by CDA president Rubén Pérez, together with the Administrator of the Customs Office of Mar del Plata, César Augusto Casal. At the closing, Pérez announced that the 2027 edition will be held in Córdoba, the province where the first National Meeting took place 20 years ago.
DNU 70/2023 and Customs Reform
One of the central themes was the debate over DNU 70/2023 and its scope regarding the figure of the declarant, in a panel led by attorneys José Bustos and Mariano Dufau, moderated by Pérez, in which the CDA's efforts and attendees' proposals were analyzed. The changes that could be introduced by the proposed Customs Reform bill were also assessed, and the CDA announced it will organize a talk at its headquarters in 15 days to further examine that initiative.
Operational Difficulties
In the panel on operational and regulatory issues, moderated by Ricardo El Ganame, José Bustos and Germán Raña, discussions covered the rectification of import entries, monitored transit operations involving other government agencies, the procedure for releasing goods to the warehouse floor, and requests for advance tariff classification rulings, as well as calls for greater detail in notifications issued by the Directorate General of Customs regarding value adjustments. Germán Raña, representing the Argentine Association of International Freight Forwarders (AAACI), raised difficulties in securing container pickup appointments, problems handling dangerous cargo, rising costs for international freight forwarders, and the need for warehouses to provide greater predictability in their scheduling and time slots.
Mercosur-European Union Agreement and Other Topics
Marcelo González and Diego Dumont spoke about the agreement between Mercosur and the European Union and other recent trade understandings, highlighting business opportunities for Argentine companies, the steps taken to implement the agreement, and the environmental requirements of European countries that companies will need to consider. Yanina Lojo analyzed Argentina's position on the new map of international trade and, as reported by Infobae Movant, identified five key areas for the sector's agenda: trade intelligence, diversification, structural competitiveness, regulatory adaptation and professionalization. Institutional matters were also addressed, including changes to the CDA's bylaws requested by the General Inspectorate of Justice (IGJ) and the management of the Wood Packaging Declaration, led by Emiliano Cacace of Senasa, along with a presentation on opportunities related to the Authorized Economic Operator (AEO) program given by José Jofre.
The meeting closed with a presentation by CDA advisors of an action plan for each of the operational and regulatory topics discussed during the sessions. Rubén Pérez reviewed the management he took on in December amid a difficult context and praised what had been accomplished in less than a year, describing the meeting as an experience that renews the customs brokers' community's commitment to coming together again.
