With the clear goal of documenting all customs processes and strengthening transparency, legality, and institutional attention to foreign trade users, the National Customs Agency of Mexico (ANAM) implemented the Protocol for Transparency and Direct Attention to Foreign Trade Users and Related Authorities.
This document is an instrument that establishes clear mechanisms for the attention, analysis, and follow-up of issues related to customs operations.
It contemplates the establishment of formal attention spaces, such as working groups and technical meetings, where users can present specific proposals supported by the corresponding documentation.
Similarly, it provides for the participation of the actors involved in each case, ensuring that matters are analyzed in accordance with the applicable legal framework and within the attributions of each authority.
In the same vein, procedures are established for the identification of competencies, the generation of attention or solution proposals, the documentation of agreements, and the institutional follow-up of commitments made, promoting an orderly, transparent, and results-oriented management.
Furthermore, this document strengthens coordination between authorities and users through channeling mechanisms for those matters that exceed the local scope of competence, in addition to promoting the dissemination of its provisions among the port community and sectors linked to foreign trade.
Under the principles of legality, transparency, legal certainty, accountability, and institutional respect, the protocol seeks to ensure that all actions are duly documented, facilitating the traceability of processes, the control of matters addressed, and the generation of trust between authorities and users.
