In the framework of the upcoming annual vaccination campaign 2027 against foot-and-mouth disease and bovine brucellosis, the National Agri-Food Health and Quality Service (SENASA) established the technical procedure that bovine establishment owners must consider to select and freely agree on the incorporation of a private veterinarian as a vaccinator, in accordance with its Resolution N.° 201/2026.
Through Disposition N.º 27/2026, the National Directorate of Animal Health of SENASA defined how this choice should be made, the responsibilities and roles at each stage, and how the cold chain of the immunogens will be safeguarded.
For this purpose, all procedures will be carried out through self-management in SENASA's SIGTrámites, without the incorporation of new fees. In a first stage, the holder of the National Sanitary Registry of Agricultural Producers (RENSPA) must inform their choice and designate the accredited private veterinarian by means of an affidavit.
This designation must be made between October 15 and December 15 of each year, prior to the first official campaign in which the chosen scheme will be applied. It is important to clarify that only one veterinarian can be linked to a RENSPA.
For their part, the accredited private veterinarian must accept or reject the designation in the same system. The linkage is confirmed when they accept; while it is not finalized (or if they reject), the RENSPA will remain associated with the Sanitary Entity of its jurisdiction. Once the linkage is validated, the veterinarian will be in charge of both systematic and strategic vaccinations of the establishment.
Outside the established period, if the RENSPA holder wishes to change their choice, they must do so at the SENASA office of the jurisdiction (it is finalized with the acceptance of the chosen one, either another veterinarian or the Sanitary Entity). This linkage can be canceled at the request of the producer or the veterinarian.
To consult the list of available accredited private veterinarians, producers can access the Organism's online search engine for accredited veterinarians and select the role "vaccinator".
Those who store foot-and-mouth disease and anti-brucellosis vaccines, whether or not they are veterinarians, must register the establishment as a "Cold Storage Facility" by means of an affidavit, at any time of the year, without requiring authorization or certification of aptitude from SENASA.
The declaration must inform and keep updated the location of the establishment, mode of use and the cold equipment that will be available. The doses entered may not exceed those necessary for the RENSPAs served or the declared capacity, and each deposit must maintain a 10% reserve for sanitary emergencies, which can only be used with the authorization of the Organism.
In this context, the accredited veterinarian will be responsible not only for vaccination on the premises, but also for the conservation of the doses until their application. To acquire them, they must be linked to one or more cold storage facilities, and their management must be carried out through the SIGTrámites platform.
Among their responsibilities, they must register the vaccinations they carry out, preserve the cold chain of the immunogen in deposits registered with the Organism, withdraw the vaccines from it within 24 hours prior to vaccination, and be responsible for those stored, even if the deposit or linkage is canceled, until their transfer to another cold-giving establishment or their application.
To accompany the implementation and safeguard the quality of the vaccines, SENASA may carry out inspections and audits of accredited veterinarians and cold storage facilities, and request temperature records and supporting documentation. In situations that affect the cold chain, the Organism may adopt the measures provided for in current regulations.
With this measure, the free choice of the accredited private veterinarian is applied with clear rules, which allow identifying the person responsible for the vaccination of each establishment and improving the traceability and control of the cold chain. In addition, they provide predictability to producers, veterinarians and Sanitary Entities to plan campaigns, and contribute to maintaining vaccination coverage and the sanitary condition of the country regarding foot-and-mouth disease.
