To improve disease prevention tasks and optimize movement control, the National Agri-Food Health and Quality Service (SENASA) updated the regulatory framework for individual electronic identification, health registration, and the movement of equids throughout the national territory.
Through its Resolution N.° 831/2026, officially published in the Official Gazette, SENASA established that starting March 1, 2027, all equines that are moved must be identified with an injectable transponder electronic device (microchip), complying with the technical specifications of Resolution N.° 530/2025.
The identification must be carried out in the middle third of the animal's left side of the neck and registered in SENASA's Integrated Animal Health Management System (SIGSA) through officially approved digital applications, self-management, or in person at the Service's offices.
This new regulation establishes the instances in which identification must be verified and registered, including the taking of serological samples necessary for transfer, the registration of the Health Booklet or Equine Passport, the application of veterinary treatments, the management of international movements, and entry into the Equine Infectious Anemia (EIA) free zone.

To strengthen the animal traceability system and streamline document management, the Digital Equine Health Booklet (LSED) was approved as an official document—which must be managed in SIGSA through self-management or authorized digital applications—and the Digitalized Equine Passport (PED).
For the latter, those who have its paper version must digitize it and upload it to SENASA's IT system. The physical copy may be kept and will remain valid for animal movement, provided it is also digitally registered.
It should be noted that, as part of the transition process, new paper Equine Health Booklets will cease to be issued from December 31, 2026, while those already issued will retain their validity until December 31, 2027. Thus, from January 1, 2028, the LSED and PED will be the only valid documents to support equid movements.
Regarding the movement of equids within the national territory, they will be covered by the LSED or the PED, with the geolocated registration of the destination establishment through a mobile application.
For movements related to the export or import of animals, the provision of equids for export slaughter, or entry into the EIA-free zone, the use of the electronic Transit Document (DT-e) remains in force.
The resolution also applies to developers and technology providers of applications linked to the LSED, who must submit the technical documentation of their systems to SENASA, including data validation and interoperability mechanisms with the national agency's IT systems. For their operation, they must have prior official approval and comply at all times with the established technical, health, and IT security guidelines.

The new regulatory framework is the result of articulated work between SENASA and the main actors in the private sector. The consensus reached with entities linked to high-movement equids and equestrian activity, as well as with veterinary colleges and councils throughout the country, allowed for the design of digital documentation, considering the needs of the sector and ensuring an orderly transition.
The measure incorporates more precise tools to guide preventive health, control, and biosecurity actions during the transfer of animals, and facilitates a faster and more efficient response to health emergency situations, in line with international standards.
