The Government of the Province of Santa Fe, through the Ministry of Productive Development and the Port Authority of Villa Constitución (EAPVC), awarded operation of Terminal I at the Port of Villa Constitución to the joint venture (UTE) formed by Southern Silica S.R.L. and Esesa S.A. The terminal had been inactive for nearly 70 years, and the winning proposal envisages an estimated private investment of US$4.5 million to modernize the infrastructure.
Project details
The award was formalized following Public Tender No. 1/2026 and will allow a site of more than 33,000 square meters located on the Trunk Navigable Waterway to be brought back into the province's productive system. The project involves upgrading the existing facilities and adding equipment for the storage, classification, and dispatch of sand and aggregates, as well as dredging works and ongoing maintenance of the berth face and the water basin to ensure depths compatible with navigation.
Officials' perspective
The provincial Minister of Productive Development, Gustavo Puccini, stated that restoring the port infrastructure is part of a policy aimed at improving the competitiveness of production in Santa Fe. The Secretary of Transport and Logistics, Mónica Alvarado, highlighted that the award will make it possible to bring back into operation a terminal that had been inactive for nearly 70 years, and noted that Santa Fe holds a strategic advantage due to its industry, its rail network, and its access to the Paraná River, which will allow cargo to be channeled through public ports and will help meet the demand for sand and aggregates generated by the development of Vaca Muerta.
The port's historical identity
The chairman of the Port Authority of Villa Constitución, Hernán Salemi, described Terminal I as kilometer zero and part of the local port's historical identity. Salemi considered that the award settles a long-standing debt owed to the city and opens up a concrete prospect for job creation in the region.
