The Board of Directors of the Port Authority of Seville (APS) approved the urban planning agreement to be signed with the Seville City Council with the aim of expediting the processing and execution of the modification of the General Urban Planning Plan of Seville (PGOU) in the ARI-DBP-08 area, on the eastern bank of Avenida de Las Razas.
These lands constitute an area of enormous opportunity for the city. They will host open spaces, green and landscaped areas, socio-cultural and educational facilities; in addition to residential uses, with free and protected housing, and economic activity. Located opposite the Las Razas warehouses and in the vicinity of the Urban Port District, this space will reduce its buildable area by 30%, after the approval of the urban modification, favoring a greater opening between the city and the dock.
The agreement approved today is the result of joint work and consensus between both administrations to promote port-city developments. Among the planned measures, the exchange of the April Fair grounds owned by the APS for exploitation units in the ARI-DBP-08 Avenida de Las Razas area stands out. Specifically, the fairground lands located in public port domain correspond to the old railway layout of the port and are located parallel to Avenida Juan Pablo II.
Likewise, the agreement contemplates the contribution of USD 2.3 million by the Port Authority for local facilities in the area. This investment will allow for the establishment of a Civic Center in the La Casa de los Estibadores building, which responds to one of the neighborhood proposals collected during the participatory process for the elaboration of the Urban Port District Master Plan.
Regarding the current ARI-DBP-08 endowment plots occupied by the Punta del Verde Institute; the Corpus Christi School, and the Scientific Computing Center of Andalusia, the agreement establishes that they will maintain their current use. For this, the Port Authority of Seville will transfer these plots free of charges to the Seville City Council.
In the ARI-DBP-08 area, there are successive warehouses and storage facilities that separate the city from the new Urban Port District. Once the PGOU modification is approved, these lands will reduce their buildable area by 30%, from 137,000 m2 of floor area to 98,000 m2, and will change from a classification of Advanced Services to residential and tertiary uses.
The reduction of the overall buildable area will eliminate the barrier effect along Avenida de Las Razas, and will favor physical and visual permeability between the city and the dock; at the same time, it will contribute to enhancing the value of the 29 warehouses and port sheds.
The new planning will favor transversal connectivity, prioritize pedestrian space, east-west connectivity, as well as the preservation of existing natural heritage.
To this end, the area will be articulated around a general system of open spaces that completes the head of the Guadaíra Park, and another local one, which recovers the old Plaza de la Exposición del 29. It also proposes the widening of Avenida de Las Razas with wider sidewalks; the strengthening of the confluence of Páez de Ribera and Avenida de Las Razas as an 'access gate' to the area; and will preserve the current socio-cultural facilities.
In the session, the Board of Directors also gave the green light to the extension of the license of Remolcadores del Guadalquivir SA for the provision of the technical-nautical tugboat service to vessels.
Likewise, the administrative concession in favor of Astilleros Malandar, in Bonanza Beach in Sanlúcar de Barrameda, for the occupation of a 7,000 m2 plot that will provide access to the facilities of these shipyards, has been approved. On the other hand, this governing body approved the annual accounts for the 2025 financial year and took note of the progress of the 2027 Business Plan.
