The Port of Kristiansand, Norway, has signed a contract with Risa AS for the construction of the infrastructure and areas for the new container terminal in Kongsgård-Vige. The agreement, with an estimated value of USD 25 million, is one of the largest individual contracts the port has signed to date.
A modern terminal will be built on the site, which will increase its capacity and facilitate more efficient, safe, and sustainable cargo management.
"This is one of the largest and most important development projects for the Port of Kristiansand. We are extremely pleased that the contract has been signed and that, together with Risa AS, we can begin the work," said Port of Kristiansand Director, Atle Johannessen.
Risa AS was selected as the provider after a public tender held in April. During the waiting period, TT Anlegg AS requested the Agder District Court to suspend the contract award through an injunction. The company demanded the cancellation of the tender or, alternatively, its annulment, but the court dismissed the claim.
The court concluded that the circumstances indicated did not influence the outcome of the tender. Therefore, the selection of Risa AS as the provider is final, and the Port of Kristiansand can formalize the contract.
"Strong accusations have been made against the execution of the tender. We have always been confident in the work done and are satisfied with our success. We now consider this part of the process concluded and focus all our attention on the execution of the project," stated Johannessen.
The legal process delayed the project's start, but the Port of Kristiansand and Risa AS will now develop a revised progress plan and collaborate to ensure efficient execution.
The contract includes the construction of the central infrastructure and the preparation of areas for handling containers and goods. Among other things, a new water and sewage system, high and and low voltage power lines, and two new transformer substations will be built.
Extensive ground renovation will also be carried out to establish a stable terminal surface that can withstand the high axle loads of container trucks and other heavy port machinery. Additionally, the Vige Port road will be diverted and built over the existing rocky slopes of Ringknuten, north of the terminal area.
The project builds on work already carried out in recent years in Kongsgård-Vige and constitutes a fundamental part of the overall development of the port area.
"Finally, the contract has been signed. We are very excited to start this important project. The works also integrate perfectly with the development of the cycling path in the area and offer a good opportunity for coordination between projects. For us at Risa, it is essential to collaborate closely with local stakeholders. We have Multiconsult, Kaspar Strømme, and Landskapsentreprenørene on the team. We are enthusiastic about the start of the works and hope this will be the beginning of several interesting projects for Risa in southern Norway," said Kato Risa, Construction Manager at Risa.
The relocation of container operations from Lagmannsholmen to Kongsgård-Vige is fundamental for the long-term development of the Port of Kristiansand. The new terminal will strengthen the port's role as a hub for goods and logistics, and facilitate the interaction between sea and land transport.
Furthermore, this relocation is an indispensable requirement for the development of Lagmannsholmen as part of the center of Kristiansand.
"This goes beyond the construction of a new container terminal. The project lays the groundwork for the future development of the port, while also opening new opportunities for the city. Therefore, the signing of the contract represents a significant milestone for all of Kristiansand," concluded Johannessen.
