The planning for the Brazilian port sector for the coming decades is open for public participation. The Ministry of Ports and Airports (MPor), through the National Secretariat of Ports (SNP), has initiated a public consultation on the Port Sector Plan (PSPort) 2050, a document that gathers guidelines to direct the development of Brazilian ports and identify infrastructure needs until 2050. Contributions can be submitted until November 4, via the Brasil Participativo platform.
The proposal seeks to identify where cargo handling capacity will need to be expanded, which structures require improvements, and how port investments can be planned in an integrated manner with other modes of transport. The document also establishes priorities for public policies related to port management, innovation, sustainability, and adaptation to climate change.
According to the National Secretary of Ports, Alex Ávila, long-term planning is fundamental for port infrastructure to keep pace with the country's needs. "We need to look to the future and identify where it will be necessary to expand port capacity, improve access, and integrate different modes of transport. PSPort 2050 helps us organize these priorities, and the public consultation allows the sector and society to contribute to this work," he stated.
PSPort 2050 was developed based on the guidelines of the National Logistics Plan (PNL) 2050, which establishes a strategic vision for the country's transport network. The sectoral plan details the specific needs of ports and compares the projects included in the investment portfolio with the demands identified in the national planning. This analysis allows for the identification of which needs are already covered and where projects are still lacking.
The document also foresees the modernization of port planning instruments, including the implementation of Port Saturation Monitoring (MSP), to track changes in demand and facility capacity. Another priority is the adaptation of infrastructure to climate risks, with measures aimed at the maintenance and resilience of ports.
Public Participation
The public consultation was opened by Ordinance No. 463, of October 7, 2026, published in the Official Gazette of the Union on October 20. Representatives of the port sector, specialists, entities, and other interested parties can submit suggestions for improving the plan.
The documents are available on the Brasil Participativo platform, where contributions must be submitted exclusively via an electronic form. Suggestions must be identified and substantiated. In the case of submissions on behalf of public bodies or legal entities, proof of the participant's representation is required.
The deadline ends on November 4, 2026, and may be extended by decision of the National Secretariat of Ports.
