The interim final rule of the United States Maritime Administration is now in effect, modifying the rules governing the Title XI ship and shipyard financing program. The reform will reduce application costs and remove potential obstacles for projects using foreign equipment.
According to Splash, the final rule reduces the Title XI application fee from $5,000 to $1,000, including the replacement of the investigation fee with a limited commitment fee.
Regarding projects managed with foreign components, it was indicated that they will be able to continue processing while awaiting the respective approval of an exemption, obtaining the aforementioned benefit, and the equipment may be included in the eligible cost of the initiative.
In addition, priorities are established when classifying projects, with plans linked to shipbuilding for military use falling into the highest category, followed by vessels classified as being of national interest.
