Peru and Hong Kong will bring into force the Free Trade Agreement (FTA) starting September 1, 2026, marking a new milestone in the country's commercial integration with Asia. This agreement will provide greater security and predictability for Peruvian exports, expand opportunities for Peruvian goods, services, and service providers, and contribute to strengthening the bilateral trade relationship.
With a view to the upcoming entry into force of the Free Trade Agreement between Peru and Hong Kong, the Ministry of Foreign Trade and Tourism (Mincetur) will issue a supreme decree to implement it. Through this decree, the competent entities of the Peruvian State will be informed of the adoption of the necessary provisions for the proper implementation and execution of the FTA.
It is worth noting that by 2026, Hong Kong is the sixth destination for Peruvian non-traditional exports in Asia, so the FTA will allow for a deeper presence of higher value-added Peruvian products in that market.
The Minister of Foreign Trade and Tourism, Rogers Valencia, highlighted that, as one of the main commercial, financial, and logistical centers in the region, "Hong Kong becomes a strategic platform to access other Asian markets, in line with Peru's objective of consolidating itself as a logistical and commercial hub between Latin America and Asia."
The entry into force of the Free Trade Agreement between Peru and Hong Kong will permanently guarantee zero tariffs for products originating from Peru, generating new opportunities for sectors such as agro-export, with products like grapes, blueberries, and avocados.
The FTA will establish a stable and transparent legal framework for trade in services, facilitating the participation of Peruvian companies in sectors such as information technology, software, audiovisual services, consulting, and digital services, with special potential for SMEs. In turn, it will contribute to strengthening investor confidence and economic cooperation between both economies, boosting innovation, growth, and job creation.
In 2025, Peruvian exports to Hong Kong reached US$237.8 million. Traditional exports represent 40.27% and are mainly concentrated in gold exports. Non-traditional exports represent 59.73% and were driven by the participation of the agricultural sector. Exports of blueberries, grapes, and avocados, among other products, stood out.
Meanwhile, Peruvian imports from Hong Kong amounted to US$28.6 million. The sectors with the largest participation were the steel industry (34.3%), chemical (22.9%), and metalworking (19.2%).
The FTA negotiation began in November 2022, and its substantial conclusion was announced on May 16, 2024, on the sidelines of the APEC Ministers Responsible for Trade Meeting.
The Free Trade Agreement between the Republic of Peru and Hong Kong was signed on November 15, 2024, in Lima, within the framework of the APEC Leaders' Meeting. Subsequently, it was ratified by Supreme Decree N.º 030-2026-RE, published on July 15, 2026, in the Official Gazette El Peruano.
