The Ministry of Foreign Trade and Tourism (Mincetur) presented to the Economy, Banking, Finance, and Financial Intelligence Commission of the Chamber of Deputies the progress in the implementation of Private Special Economic Zones (ZEEP), a new model that seeks to attract national and foreign investments, generate skilled employment, and boost exports with higher added value. The presentation was led by Minister Rogers Valencia, with the participation of the Vice Minister of Foreign Trade, Sayuri Bayona, and was chaired by José Marcelo Salazar, head of said commission.
During his presentation, the minister highlighted that ZEEP will allow the private sector to develop and operate productive spaces with competitive conditions, oriented towards strategic industrial activities, technology transfer, and the transformation of goods. The objective is to strengthen the country's productive capacity and generate greater economic opportunities for the regions.
"Private Special Economic Zones represent an opportunity to attract investments that transform our productive capacity, generate specialized employment, and enable more Peruvian companies to integrate into global value chains," was the central message of the ministerial presentation.
The model is based on Law N° 32449 and its regulations, which establish benefits such as a staggered tax regime for 25 years, customs facilities, and operational simplification. The zones must meet technical requirements, including multimodal connectivity, access to basic services, financial viability, and an evaluation of their socioeconomic impact.
The minister also highlighted Peru's potential to develop these zones, considering its 25 active trade agreements with 60 economies and the performance of Peruvian exports, which reached US$ 74,122 million between January and August 2026. A study prepared by Mincetur and CEPLAN identified Lima, Callao, Ica, and Arequipa among the territories with the highest initial potential to host ZEEP, without excluding other regions.
With these advancements, Peru is preparing to give new impetus to attracting investments and developing industries with higher added value. In the next stage, Mincetur will coordinate efforts with the Ministry of Economy and Finance, Sunat, Promperú, and Peru's commercial offices abroad to strengthen the operational conditions of the regime and internationally position ZEEP as a competitive platform for new investment projects.
