The Ministry of Labor and Employment Promotion (MTPE) and HD Hyundai Heavy Industries signed a Memorandum of Understanding to prepare and certify Peruvian talent required for the modernization of the naval industry, with the aim that investment and technology transfer translate into formal employment, productivity, and permanent capabilities for the country.
The agreement, signed by the Minister of Labor and Employment Promotion, Juan Sheput, will allow for early identification of the occupational profiles required by this industry and prepare workers, youth, instructors, and potential applicants to access new job opportunities.
This initiative is part of the agenda promoted by President Keiko Fujimori's Government to link large investment projects with the training of Peruvian talent and ensure that the growth of strategic sectors generates concrete opportunities for the population.
During the ceremony, Minister Juan Sheput highlighted that cooperation with South Korea will bring international experience, new methodologies, and technological standards to Peruvian workers.
"This alliance allows us to bring international knowledge and experience to Peruvian talent. The true value of this cooperation will be that the development of the industry also translates into opportunities for people," affirmed the Minister of Labor and Employment Promotion, Juan Sheput.
The memorandum is integrated into the alliance between Servicios Industriales de la Marina ( Sima Perú) and HD Hyundai Heavy Industries to promote naval construction, technology transfer, and industrial development. The program contemplates, at a minimum, the construction of 23 vessels: six multi-role ships, three offshore patrol vessels, four Río Pativilca-class maritime patrol vessels, four coastal auxiliary ships, four submarines, and two oil tankers.
This process will generate a sustained demand for specialized technical personnel, instructors, industrial services, and national suppliers. MTPE's participation will allow for the identification of skill gaps, linking training with the real needs of the industry and strengthening the intervention of Productive Youth.
Referring to the challenges posed by new technologies, Minister Juan Sheput pointed out that the country must now prepare its youth and workers to participate in productive transformation processes.
"We have an obligation to train our human talent and create the conditions for our youth, through technology transfer, to take on the challenges of a modern world where artificial intelligence, automation, and robotization are advancing," stated the Minister of Labor and Employment Promotion.
The agreement will allow for the development of in-person and virtual programs and courses, certification of labor competencies, and updating of instructors and trainers. It will also facilitate the exchange of methodologies, specialized knowledge, and international technological standards.
The actions will be oriented towards specialties such as welding, piping, electricity, mechanics, industrial painting, technical design, naval construction and installation, among others required by the sector.
Likewise, MTPE and HD Hyundai Heavy Industries will be able to define and update occupational profiles and labor competency standards, exchange information on technological innovations and new productive processes, and implement monitoring tools to measure the results of the interventions.
The alliance will also contribute to recognizing and certifying the capabilities of workers who already have experience in activities related to the naval sector, expanding their possibilities of accessing formal jobs with greater specialization and productivity.
The expansion of the naval industry will open opportunities for Peruvian suppliers and micro and small enterprises that can progressively join the production chain. In this way, the investment will not be limited to infrastructure and technology, but will leave specialized knowledge, greater productivity, and installed capacities in the country.
As a next step, MTPE and HD Hyundai Heavy Industries will form a working team responsible for developing the implementation plan for the memorandum, with concrete actions in employment training, competency certification, instructor updating, and knowledge transfer.
The ceremony was attended by the Ambassador Extraordinary and Plenipotentiary of the Republic of Korea in Peru, Choi Jong-UK; the Senior Executive Vice President of HD Hyundai Heavy Industries, Choi Hun; and the General Manager of Sima Perú, Admiral Luis Richard Silva López, in addition to authorities and institutional representatives.
With this alliance, the Labor sector strengthens its capacity to anticipate changes in the labor market and connect the training of Peruvians with the jobs that new investments will generate. The objective is that the modernization of the naval industry leaves technology and knowledge in the country, but also more opportunities for youth, workers, national suppliers, and SMEs.
