Mexico raises cruise passenger fee to $10 with further increases planned through 2028
Mexico's Non-Resident Duty for cruise passengers increased from US$5 to US$10 on August 1st, 2026, following a phased structure that will reach US$21 by August 2028. The current US$10 rate remains until June 30th, 2027, before rising to US$15 on July 1st, 2027. The measure affects Mexico's ~11.2 million cruise passengers recorded in 2025, with charges collected by cruise lines and applied once per itinerary across ports including Cozumel, Costa Maya, Puerto Vallarta, Cabo San Lucas and Mazatlán.
