We Join the Commemoration of World Maritime Day

In this opportunity, the celebration takes place under the motto "From Policies to Practice," a slogan that focuses on the need to move from the establishment of international rules and policies to their effective implementation at the national level, thus strengthening the uniform application of standards agreed upon by the international maritime community.

This is a topic of special relevance for the sector, which has been addressed by the IMO Secretary-General, who, through a message disseminated on the organization's official website, highlighted the importance of transforming policies into concrete actions, contributing to greater effectiveness, transparency, and harmonization of standards applicable to international maritime transport.

The choice of the motto is closely linked to the experiences gathered through the IMO Member State Audit Scheme (IMSAS), whose results have made it possible to identify, among other aspects, the existence of challenges related to the effective implementation at the national level of the international obligations and standards assumed by States.

In this context, the IMO reaffirms its commitment to strengthening the capacities of Member States, promoting tools that allow international policies to be put into practice and highlighting the value of cooperation and technical assistance as fundamental instruments to strengthen confidence in the international maritime regulatory framework.

This also constitutes a topic in which the Force plays an active role, maintaining its commitment to technical cooperation and the strengthening of the capacities of other Maritime Administrations.

At the national level, this commitment materializes through the inspection, maritime safety, environmental protection, and vessel supervision tasks carried out by the Institution as the national Maritime Authority. Through Port State Control and Flag State Control, the Prefectura verifies compliance with the standards established by the main international conventions, including the SOLAS Convention, related to the safety of life at sea; the MARPOL Convention, aimed at preventing pollution caused by ships; and the ISPS Code, referring to the protection of ships and port facilities.

In this way, international standards are translated into concrete controls and procedures that contribute to safe, efficient, and sustainable navigation. In turn, the technical inspection and supervision tasks of vessels include aspects related to maritime safety, environmental protection, and the human factor, contributing to the preservation of the strategic resources of the Argentine State.

Technological development also constitutes a fundamental tool for putting these standards into practice. The use of maritime traffic monitoring and control systems, such as VTS systems, together with satellite monitoring tools, allows for strengthening navigation supervision and improving response capacity in different situations.

A concrete example of this commitment is the proposal recently presented by the Institution to the IMO, through which a proposal of six international, free, and English-language courses, in virtual mode, aimed at strengthening knowledge and capacities in strategic areas of maritime activity, was offered to officials from Maritime Administrations of different States.

For the Prefectura Naval Argentina, putting international policies and standards into practice implies permanently strengthening technical, operational, and inspection capacities, promoting safe and sustainable navigation, and contributing to the effective and uniform application of maritime standards.

In this way, the Prefectura Naval Argentina joins the commemoration of World Maritime Day, highlighting the importance of transforming international rules and policies into concrete actions, strengthening national capacities, and promoting technical cooperation that contributes to an effective and uniform implementation of maritime standards worldwide.
