Brasília, 10/23/2026 – To gain firsthand knowledge of port operations and understand how waterway sector inspection works in practice. This was the objective of "Dia de Fiscal 2026," an annual training program promoted by the National Waterway Transportation Agency (ANTAQ), held on October 19, 21, and 22.
Organized by the Superintendence of Inspection and Coordination of Regional Units (SFC), this year's edition brought together approximately 40 employees for technical visits, most of whom were new to the Agency. The program combined lectures in Brasília with activities at Porto Sudeste, in Itaguaí (RJ), and at terminals in the Port of Rio de Janeiro.
From Theory to Practice
The training began on Monday (19) at ANTAQ's headquarters, with an opening address by Director-General Frederico Dias, who highlighted the importance of the initiative for integrating the Agency's different areas and expanding knowledge about inspection activities.
The theoretical stage, transmitted via Microsoft Teams to employees and collaborators at the headquarters and regional units, covered topics such as the waterway market, port sector, navigation, container demurrage, and inspection planning, with an emphasis on the responsive inspection model.
"Inspecting means verifying obligations and changing behaviors, not collecting infraction notices," emphasized the substitute Superintendent of Inspection, Fábio Fonseca.
Technical Visits in Rio de Janeiro
On Wednesday (21), participants visited Porto Sudeste, in Itaguaí (RJ), where they observed a transshipment operation of one million barrels of oil between ships destined for export. They also visited the Operational Control Center and the terminal's laboratories.
The following day (22), the program continued at the Port of Rio de Janeiro, with visits to the container (MultiRio) and vehicle (MultiCar) terminals of the Multiterminais group, in addition to a presentation by Portos Rio, the port authority responsible for five public ports in Rio de Janeiro state.
For Francisco Campos, a regulation technician from the Bidding and Contracts Management, the experience reinforced the importance of the Agency's work.
"Seeing port operations up close and realizing the grandeur and complexity of the sector made me understand, in practice, the real importance of what we do every day at ANTAQ. Furthermore, I was able to strengthen ties with other regulation technicians," he reported.
Integration and Learning
In addition to expanding the technical knowledge of the participants, "Dia de Fiscal" promoted the exchange of experiences among employees from different areas and the team from the Regional Management of Rio de Janeiro (GRERJ), responsible for monitoring port and navigation activities in the region.
Held annually by the SFC, the training aims to familiarize employees with the inspection routine. In 2026, the participation of newly hired professionals also reinforced the initiative's role in training ANTAQ's new staff.
