The National Assembly processed the Organic Law Project for the Governance of the Marine-Coastal Space in its second debate, a proposal that seeks to create a comprehensive legal framework to regulate the sustainable use of the sea and strengthen the protection of Ecuador's marine ecosystems. The initiative aims to organize strategic activities such as fishing, tourism, scientific research, water sports, and port operations.
During the debate, several legislators agreed on the need for modern regulations that balance economic development, environmental conservation, and maritime security. The project also incorporates constitutional principles related to the rights of nature and international commitments assumed by Ecuador regarding marine protection and sustainability.
The proposal contemplates strengthening institutional articulation and improving control over illegal activities in aquatic spaces. Furthermore, it includes observations on conservation mechanisms, social participation, and the composition of the future Interinstitutional Council of the Sea. After the debate, the initiative returned to the Biodiversity Commission for eight days to incorporate adjustments and present a final text for voting.
