The meeting, with national and European scope, will bring together more than thirty experts at Tinglado 1 to share experiences, strengthen operational coordination, and advance towards a model of comprehensive safety and port resilience.
The Port of Tarragona will become the epicenter for reflection and knowledge exchange on safety and emergency management. On October 14, Tinglado 1 of the Moll de Costa will host the IV Technical Conference on Safety and Emergency Management in the Port Environment, organized by the Port Authority of Tarragona (APT). The event is conceived as a key meeting and dialogue space among all actors involved in crisis response, standing out for its strong national and European dimension, thanks to the participation of organizations such as Puertos del Estado, various port authorities, Salvamento Marítimo, the Directorate General of the Merchant Marine (DGMM), the Bombers de la Generalitat de Catalunya, and the European Emergency Response Coordination Centre (ERCC).
With a firm commitment to comprehensive safety and port resilience, the Port of Tarragona reaffirms its strategic role as one of the main petrochemical and logistics enclaves in the western Mediterranean. These conferences will have a multidisciplinary and eminently operational approach, emphasizing not only prevention but especially inter-administrative cooperation, joint response capacity, and the extraction of lessons learned in the face of new risk scenarios and complex threats.
The conference will begin at 9:00 a.m. with an institutional opening ceremony featuring the participation of the Minister of Territory of the Generalitat de Catalunya, Sílvia Paneque; the Director of Operations of Puertos del Estado, Pedro García; and the President of the Port Authority of Tarragona, Santiago Castellà.
The morning's block of presentations will open with the intervention of Jesús Teva, head of the Comprehensive Safety Division of the APT, who will present the specific challenges of the Port of Tarragona. Subsequently, Leandro Melgar, head of the Safety Area of Puertos del Estado, will present the update of the Regulation for the Admission, Handling, and Storage of Dangerous Goods in ports, a strategic issue for the Tarragona complex.
The operational perspective will be provided by Lluís Domingo, officer of the RET Operations Area of the Bombers de la Generalitat, who will detail the action protocols for accidents with chemical risk on board berthed vessels. The morning block will conclude with the intervention of Guillem Marcet, Duty Officer of the ERCC of the European Commission, who will analyze the management of the Arctic Metagaz vessel emergency from the European center, a practical case that demonstrates the transnational dimension of maritime crises.
After the break, the conference will feature four roundtables structured around the major debate axes of the sector:

Session focused on the conclusions of this large-scale national drill to improve operational coordination.
12:45 - 14:00 h | Use and Challenges of Drones in Port Environments
Analysis of the potential of these unmanned aerial systems in surveillance, inspection, and rapid response tasks.
15:30 – 17:00 h | Management of Chemical Risk in Port Environments
Session dedicated to the protection and response to chemical emergencies in critical port facilities.
17:00 – 18:30 h | The Role of the Port Police and Control Centers in a Port Emergency
Debate on on-dock coordination, control room management, and immediate incident response.
The institutional closing of the conference will take place from 6:30 p.m. by representatives of Puertos del Estado and the Port Authority of Tarragona, at which time a balance of the conclusions reached will be made to continue advancing towards a solid and resilient cooperation model for the entire port system.
