The Directorate General of Merchant Marine, Puertos del Estado, and the Port Authority of Almería (APA) have held a follow-up meeting on the concession agreement for the occupation of the second floor of the Border Health Control Facilities for Goods building, also known as the Border Control Post (BCP), in the Port of Almería, by the Maritime Captaincy of Almería and the Maritime Rescue Coordination Center; an agreement that, at the same time, allows for the integration of the administrative building and the Rescue tower, located on the Levante Dock, within the framework of the port-city project.
This meeting, held at the headquarters of the Directorate General of Merchant Marine and attended by its Director General, Ana Núñez; the President of Puertos del Estado, Gustavo Santana; and the President of the APA, Rosario Soto; continues the coordinated work by the different administrations, from the start of negotiations in January 2024 to the signing of the agreement in February of this year, to enable the development of the port-city project in Almería without prejudice to the services provided by the Maritime Captaincy and Maritime Rescue.
Following, therefore, the line of dialogue and institutional collaboration, at Tuesday's meeting, the timeline for the relocation of the Maritime Captaincy and Maritime Rescue services to the new facilities located in Almería's industrial port was worked out. With the established schedule, the relocation is expected to proceed from June 2027. "We appreciate the effort of the Directorate General of Merchant Marine and Puertos del Estado and the teamwork with the Port Authority of Almería to facilitate the relocation with all guarantees, ensuring that public employees are in the best conditions and continue to provide a great and necessary service by the Maritime Captaincy and Maritime Rescue," stated the President of the APA.
The Maritime Captaincy and Maritime Rescue services will move to the second floor of the BCP, which is currently in a raw state and completely open-plan. According to the basic project, which was agreed upon by the parties and necessary for the signing of the agreement, the different dependencies of the floor for the Maritime Captaincy and Maritime Rescue are already defined, with independent entrances. Additionally, the APA includes the reservation of 30 parking spaces for the staff of both organizations.
In accordance with the concession agreement, the Port Authority of Almería is responsible for carrying out the renovation works on the second floor of the BCP building in the Port of Almería, as well as providing the appropriate equipment and materials to designate it as the headquarters of the Maritime Captaincy of Almería and the headquarters of the Maritime Rescue Coordination Center of Almería.
In this regard, in May, the APA commissioned the state-owned company TRAGSA (Empresa de Transformación Agraria, S.A., S.M.E., M.P.) for the drafting of the execution project, construction management, safety and health coordination, and the execution of the renovation and adaptation of the second floor of the Border Control Post (BCP) building, covering 1,510 square meters, with an estimated investment of 2.4 million euros, funded by the Port Authority of Almería's own resources, and a total execution period of 13 months, divided into different phases: 4 months for project drafting and 9 for construction execution.
As also stated in the agreement, once the work acceptance certificate is signed, the Maritime Captaincy of Almería and Maritime Rescue of Almería commit to relocating to their new facilities within a period not exceeding 3 months.
