Mexico's cruise passenger fee rises to $10 with further increases planned through 2028
Mexico's Non-Resident Duty (DNR) for cruise passengers has doubled to $10, with scheduled increases to $15 on July 1, 2027, and $21 on August 1, 2028, according to a Mexican government decree. The fee applies to all foreign travelers arriving aboard cruise ships and is collected through cruise lines. Mexico welcomed 11.2 million cruise passengers in 2025 across 3,156 arrivals, with Cozumel receiving 4.7 million guests and Mahahual 2.4 million.
