The Ministry of Transport and Communications (MTC), through the General Directorate of Environmental Affairs (DGAAM), makes available to the public the results of the Early Public Consultation on Public Problem No. 13 of the Early Agenda 2026-2027, referring to the high number of environmental emergencies related to the land transport of hazardous materials and waste.
The identified public problem records 94 environmental emergencies that occurred nationwide between 2023 and 2025, related to accidents such as collisions, rollovers, or other events that caused the spill of hazardous materials.
The Early Public Consultation took place from July 10 to August 6, 2026, and was aimed at all interested parties, including public sector entities, transport companies, guilds and transporters, social organizations, members of academia, and the general public.
The process aimed to gather information, comments, and contributions that would help analyze Public Problem No. 13, as well as collect relevant information to identify possible solution alternatives to this problem.
In this context, the DGAAM prepared the Final Report of the Early Public Consultation, a document that allows for an objective assessment of the relevance and usefulness of the comments and contributions received, in addition to transparently supporting the decisions adopted during the regulatory process.
As part of this process of transparency and citizen participation, the MTC makes available the Results Report of the Early Public Consultation, the Matrix for evaluating comments and contributions, and the Public Consultation Plan, documents that can be reviewed by the public.
