The Ministry of Transport and Communications (MTC), through the National Port Authority (APN), announced that it has approved a new Action Plan in response to the occurrence of the El Niño Phenomenon, aimed at preventing impacts and ensuring the continuity of operations of the National Port System (SPN).
The measure seeks to reduce the risks that intense rains and other events associated with El Niño may generate on port infrastructure, services, and activities, considering that an eventual interruption of land access could affect the entry and exit of goods and, consequently, the flow of export and import cargo and the logistics chain.
The plan, approved by Board of Directors Resolution N.° 78-2026-APN-PD, establishes coordination mechanisms between the APN, port administrators, public entities, and other members of the port community.
The purpose is to have timely information and activate preventive, response, and recovery measures against possible impacts.
Among the planned actions is the identification of alternative routes for the entry and exit of cargo from port terminals and jetties, in coordination with the competent entities.
Likewise, it contemplates evaluating the availability of cabotage cargo transport services as an alternative in the face of eventual restrictions on land routes.
The plan also provides for the supervision of the Operational Continuity Plans (PCO) of port terminals and the permanent monitoring of infrastructure, equipment, and accessibility conditions.
These instruments are aimed at facilitating the gradual recovery of operations in the face of events that may affect port services.
In the preventive phase, the APN will coordinate with port administrators to identify possible impacts and the availability of means to respond to adverse scenarios.
It will also prepare a registry of terminals and jetties that could be affected, considering factors such as their location, exposure to rivers, land access, and critical infrastructure and equipment.
During an eventual emergency or response phase, the APN will supervise the continuity of operations and maintain permanent communication with port administrators to have real-time information.
In case of impact, technical inspections will be carried out to evaluate the state of the infrastructure and equipment, as well as recommendations on possible restrictions or measures to progressively restore operational conditions.
Finally, the strategy includes a recovery phase, which involves the evaluation of damages, the rehabilitation of infrastructure and equipment, and the recovery of land and water access necessary to reestablish port operations.
