Representing APAM, Mr. Eduardo Paredes, Deputy Manager of Operations – Maritime Business at the associated agency TRANSTOTAL, participated in the working session addressing the progress made in updating the Callao Port Terminal Master Plan.
During the meeting, critical diagnoses of current operations, infrastructure challenges, and proposed solutions to optimize the logistics flow in the main port were presented.
1. Operational and Traffic Diagnosis
- Maritime Operations: Detailed analyses were presented on vessel delays at anchorage, evaluating current waiting times for berthing, stay at the pier, and loading and unloading operations.
- Landside Congestion: The serious problem of truck access to terminals was analyzed, caused by a mismatch between appointment scheduling and the actual service capacity at the gates. This misalignment leads to waiting times on public roads of between 6 and 8 hours, with an appointment compliance rate of only 50%.
2. Infrastructure, Technology, and Regulatory Challenges
- Capacity and Infrastructure: Warnings were issued regarding the risk of insufficient port capacity in the coming years, as well as limitations detected in the preliminary design of the future breakwater.
- Technological and Regulatory Gaps: The urgent need to implement an integrated Port Community System (PCS) was highlighted, and regulatory obstacles slowing down appointment processes and the delimitation of administrative competencies were identified.
3. Proposed Solutions
Given the expansion and modification of the port area, strategic alternatives were proposed to unblock the port:
- External Foreport and Road Infrastructure: Creation of a foreport with capacity for 800 trucks, complemented by elevated and underground roads. This measure aims to optimize access and reduce waiting times on public roads to less than 1 hour.
- Traffic Management: Implementation of improved road signage on current access routes and efficient redistribution of cargo flow.
- Governance and Digitalization: Updating obsolete regulations to strengthen digital and institutional governance, streamlining regulatory procedures.
With this participation, APAM reaffirms its commitment to actively collaborate in the development of sustainable solutions that improve the competitiveness and operational efficiency of the national port system.
