The building, located on the North Bank dock, will have 350 square meters distributed over two floors and will involve an investment of nearly 793,000 euros.

César Díaz, president of the Port Authority of Santander (APS): “this action allows us to continue advancing in the protection of port facilities, expanding and improving the resources allocated to the surveillance of a strategic area where critical movement zones for both people and goods converge.”

Santander, November 4, 2026. The company Nuevo Sistema Modular, S.L., awarded the project, has begun the foundation work for the construction of the building that will house the new facilities of the Civil Guard's Citizen Security Unit (USECIC), on the North Bank dock.

The project has a budget of 792,988 euros and an estimated execution period of six months.

Its development responds to the agreement signed between the Secretary of State for Security and the Port Authority of Santander (APS) to improve the Civil Guard's resources and facilities, strengthening its operational capacity within the port area and thus reinforcing its security.

The president of the APS, César Díaz, highlighted the importance of this new infrastructure “to continue advancing in the protection of port facilities”. In this regard, he emphasized that the incorporation of these facilities “will allow expanding and improving the resources allocated to the surveillance and control of a strategic area where critical movement zones for both people and goods converge.”

Díaz also stressed the advantages offered by the chosen location, “close to the buildings that the APS has recently enabled for the Maritime Service and the Fiscal Section of the Civil Guard”. The proximity of the different units “will favor their coordination,” allowing “better organization of surveillance and access control tasks, and a more agile response to possible incidents,” he assured.

The new building will have a constructed area of 350 square meters, distributed over two floors, and will be executed using a modular construction system with prefabricated elements. Its layout includes spaces adapted to the needs of the personnel and the daily operation of the unit, including workstations, changing rooms, toilets, a meeting room, a rest area, and storage facilities.

The USECIC is a specialized rapid intervention unit of the Civil Guard. Its duties include maintaining citizen security, preventing crimes, and acting against threats such as organized crime, drug trafficking, and terrorism. Its regular deployment in security checks and patrols reinforces immediate response capability, a key aspect for the protection of the port environment.
