The Ministry of Economy and Finance (MEF) approved the regulations for the Law that creates the Social Fund for the Development of Chancay (Law N° 32278), with the aim of contributing to closing gaps in infrastructure or access to public services.
Through Supreme Decree N° 126-2026-EF, published today in the official gazette El Peruano, these regulations were issued, consisting of 10 articles and two final complementary provisions.
The regulations indicate that the execution of public investments will be carried out in accordance with the comprehensive strategy approved by the National Autonomous Authority (ANA) to promote the economic and social development of the areas of influence of the Chancay Multipurpose Port Terminal.
The Portfolio of Strategic Territorial Investments (CIET) includes projects with amounts less than 200 million soles, located in the areas of influence of the logistics corridor associated with the Chancay Port Hub, which are under the responsibility of the National Infrastructure Authority (ANIN).
It should be noted that social projects encompass a set of temporary interventions of sectoral or multisectoral scope aimed at reducing or eliminating social gaps, but do not constitute investments within the framework of the National System of Multiannual Programming and Investment Management.
The Social Fund for the Development of Chancay is established in the single account of the Public Treasury and is financed with 20% of the total resources collected by the maritime customs located in the port terminals within the jurisdiction of the province of Huaral.
The management of the Social Fund for the Development of Chancay will be in charge of the Administrative Council, made up of the mayor or a representative of the District Municipality of Chancay, who presides over it; the mayor or a representative of the Provincial Municipality of Huaral, and a mayor or a representative elected by the District Municipalities of the Province of Huaral.
