Manzanillo implements pilot program for the Terrestrial Regulatory Center starting September 30

In follow-up to the opening of the Terrestrial Regulatory Center (CRT), announced on July 6 of this year, the National Port System Administration Manzanillo has held various meetings and working groups with some concessionaires, members of the port community, and authorities, with the purpose of collaboratively establishing efficient use of the CRT.

In this regard, it was jointly determined that, starting September 30 and until further notice, an operational scheme will be implemented as a "pilot program" for the use of the CRT on Wednesdays, Thursdays, and Fridays of each week, for units with import appointments from 4:00 PM onwards and destined for the CONTECON Manzanillo Terminal, which will be activated when operational conditions require it.

For this purpose, the following should be considered:

• Entry to the CRT: Units may enter up to two hours before their scheduled appointment time, according to their Electronic Appointment Document (DEC).

• DEC Scan: Once inside the Terrestrial Regulatory Center, personnel from the Terrestrial Traffic Control Center will perform a PIS Check of the DEC to validate the unit's entry.

It is specified that, during the period of application of this scheme, access to the Terrestrial Regulatory Center will be considered as the preliminary step for entry to the Second Access, with the exception of those units coming from yards that have Pre Check. Therefore, users are advised to consider prior entry to the Terrestrial Regulatory Center as an integral part of this operational scheme.

• Transfer to the Second Access: Units will be escorted by personnel from the Terrestrial Traffic Control Center, from the Terrestrial Regulatory Center to the Second Access, one hour prior to their appointments, or as vehicle circulation conditions and the prevailing operation at that moment allow.

It is reiterated that this operational scheme is being implemented as a "pilot program" in order to evaluate its functioning and, according to operational behavior, make the necessary adjustments to establish a definitive scheme for the use of the CRT, benefiting port activity.

Likewise, independently of this scheme, the Terrestrial Regulatory Center may be used for the entry of units with scheduled appointments at other times or destined for other terminals, when port operation conditions so require, with prior notice to port users.

Finally, it is specified that the Rules for the Use of the Terrestrial Regulatory Center are mandatory for all users entering these facilities and are published on the official ASIPONA Manzanillo website.
