The Ministry of Production (Produce) approved the "Emergency Plan for the Fishing and Aquaculture Subsectors," aimed at strengthening the response capacity and continuity of fishing and aquaculture productive chains in the face of the effects of the El Niño phenomenon.
The measure was formalized through Ministerial Resolution N.° 00322-2026-PRODUCE, published today, in compliance with Supreme Decree N.° 012-2026-PRODUCE, which declared both subsectors in a state of emergency for 120 calendar days for the execution of exceptional, immediate, and necessary response and economic reactivation measures and actions.
The plan includes six lines of action: scientific research for the sustainable use of hydrobiological resources; establishment of fisheries management measures for the use of opportunistic resources; administrative and sanitary facilitation for the adaptation and continuity of processing activities; payment facilities for administrative fishing, aquaculture, and sanitary fines; promotion of commercialization and market revitalization of hydrobiological products; and access to financing.
According to the resolution, the measures are aimed at generating scientific information for decision-making, timely adoption of management measures for the sustainable use of opportunistic resources, and simplifying and facilitating administrative and sanitary procedures.
Likewise, the plan includes the strengthening of fishing and aquaculture infrastructure and operational capacity to maintain services, controls, and oversight, as well as financing mechanisms for fishermen and aquaculturists and actions to promote commercialization and revitalize the market for hydrobiological products.
Climate Context
The approval of the plan comes in a context of alert due to the effects of the El Niño Phenomenon. The Multisectoral Commission in Charge of the National Study of the "El Niño" Phenomenon (ENFEN), through its Official Statement N.° 15-2026, of August 28, maintained the "Coastal El Niño Alert" status.
The document indicates a high probability that Coastal El Niño will persist until the summer of 2027, with an extraordinary magnitude between September 2026 and January 2027, and between strong and extraordinary during February and March 2027.
Likewise, in the Niño 3.4 region, corresponding to the central equatorial Pacific, there remains a high probability that El Niño will reach a very strong magnitude between September 2026 and January 2027.
In relation to fishing activity, ENFEN indicated that in the coming weeks, the north-central anchovy stock is expected to remain retracted towards the coastal strip. In the central coast, specimens associated with equatorial and oceanic waters will be maintained, while coastal species from the northern zone would continue to be displaced south of their normal distribution.
Monitoring
The Ministerial Resolution establishes that the Directorate of Monitoring and Evaluation of the General Directorate of Policies and Regulatory Analysis in Fishing and Aquaculture will monitor and evaluate the implementation of the measures and activities contemplated in the plan.
Furthermore, the line agencies and specialized technical bodies attached to Produce included in the planned activities must adopt the necessary management actions and measures for their timely implementation.
Produce may modify the "Emergency Plan for the Fishing and Aquaculture Subsectors" through a Ministerial Resolution, based on the monitoring of its implementation.
The purpose of the plan is to generate the necessary conditions for the strengthening and response of fishing and aquaculture productive chains and their associated actors in the face of the effects of the El Niño Phenomenon.
