Economist and former president of Cofide, Luis Baba Nakao, analyzes a possible economic zone in Chancay.
The recent publication of the regulations for the Law on Private Special Economic Zones (ZEEP) in Peru boosts expectations for the port of Chancay.
During the BNI Peru 2026 National Convention, economist and former president of Cofide, Luis Baba Nakao, highlighted that the first special economic zone, as anticipated by the Ministry of Foreign Trade and Tourism (Mincetur), would be located between Chancay and Ancón, which could generate a new volume of investments in the country.
Baba Nakao recalled that factories established in the ZEEPs will not only enjoy, for example, a 0% Income Tax (IR) rate for the first five years, but products manufactured in these zones will also be able to take advantage of Peru's free trade agreements with various economies. This would increase the country's attractiveness for new industrial and logistics investments.
"The first [ZEEP] would be Chancay-Ancón. Peru is one of the most open countries to world trade, and furthermore, companies located in this zone will pay a 0% rate for IGV, municipal taxes, and IR for the first five years. You can imagine the volume of investment that will be in Peru in the coming months," he commented.
For the economist, the port of Chancay is one of the most important infrastructure projects in Latin America due to its direct connection with Asia, reducing transport times to that continent by 10 to 12 days.
Baba Nakao pointed out that the new scenario has also boosted other complementary projects, including the Barranca-Lima-Ica train and railway corridors that would connect Brazil with the port of Chancay.
In this context, he recalled that Brazilian and Chinese authorities have signed an agreement to transport grains produced in Rondônia (Brazil) by train to the port of Chancay and then export them to the Asian market.
"The route of this train in Peru is not yet defined. Until recently, the Ministry of Economy said it was Pucallpa, Tingo María, Cerro de Pasco, and Chancay, but there is still some discussion," he indicated.
Beyond the potential of a future ZEEP in Chancay, the economist added that other important infrastructure projects for the coming years will be the new express highway connecting the Panamericana Norte with the Sur, the construction of the new Central Highway, and the progress of agricultural projects such as Chavimochic III and Chinecas.
