The President of the Council of Ministers, Luis Galarreta, stated today that the entry into force of the Free Trade Agreement (FTA) with Hong Kong will be promoted this year, and he reaffirmed that trade openness will continue to be a state policy.
"This year, the entry into force of the FTA with Hong Kong will be promoted, and progress will be made on new trade agreements. Trade openness will continue to be a state policy," he said during his speech to the full session of the Chamber of Deputies, where he presented the General Policy of the Government.
Peru has 24 trade agreements covering 87% of our exports.
He emphasized that the long-term goal is for Peru to consolidate its position as a platform for trade, investment, and services between South America and Asia-Pacific, maintaining our participation in the Asia-Pacific Economic Cooperation (APEC) Forum and other economic blocs.
In this way, he highlighted that the regional exportable supply will be promoted in order to reach new markets with commercial potential for our products.
During his speech, Galarreta also stated that this government wants responsible mining investment.
"But we must be precise: investment is decided and executed by the private sector. The Government's responsibility is to generate legal certainty, predictable procedures, and timely decisions," he said.
He announced that the Ministry of Energy and Mines plans to authorize 240 exploration, exploitation, and benefit concession projects during 2026.
He commented that there is a reference portfolio that could exceed 33 billion dollars in investment executed by 2031.
"We will not present this figure as money that the State controls. We will present what is indeed our responsibility: reducing delays, avoiding duplications, and providing predictability without lowering environmental and social obligations," he mentioned in his speech.
On another note, he also stated that this Government wants a more productive, sustainable, and competitive fishing activity, capable of generating more employment and income for the thousands of families who depend on it.
For this reason, we need to better understand our sea and make decisions about our resources with timely and more precise scientific information.
"Therefore, after more than 30 years, the Peruvian State will once again invest in a scientific research vessel, commissioned to the Industrial Services of the Navy (SIMA), with an investment close to 190 million soles," he said.
He explained that this vessel will allow for more precise study of anchovy and species of great economic importance such as squid, bonito, mahi-mahi, jack mackerel, and mackerel; strengthening the scientific information needed to manage our fishing resources responsibly and sustainably.
The President of the Council of Ministers added that the legal certainty of property will be an economic tool.
"Land formalization and the simplification of registration procedures allow more families to protect their assets and more assets to be incorporated into the formal economy," he said.
He asserted that the objective is to expand access to titles, reduce times, and make formal property open doors to investment, financing, and orderly urban development.
Finally, he commented that growth is not just about announcing a GDP figure. "Growth implies that companies have stable rules, that producers get credit and water, that cargo arrives on time to the market, that regions have energy and connectivity, and that more people find formal employment. That is the productivity we want to promote," he pointed out.
