The Private Investment Promotion Agency (PROINVERSIÓN), attached to the Ministry of Economy and Finance (MEF), reported that four addenda to Public-Private Partnership (PPP) contracts, currently being processed and part of the 2026 agenda, will accelerate investments of over US$1 billion. These investments will be assumed by the concessionaires, without the State financing the infrastructure.
The addenda will allow natural gas to be brought to 15 cities in Apurímac, Ayacucho, Cusco, Huancavelica, Junín, Puno, and Ucayali; modernize the Callao Mineral Concentrate Loading Terminal; implement the passenger train for the Ferrocarril del Centro, between Lima and Chosica; and expand the "Farmacia Vecina" program, which delivers medicines to EsSalud insured patients at pharmacies near their homes.
In these processes, PROINVERSIÓN acts as a specialized technical body. It provides support to the entities responsible for each contract, such as the Ministry of Energy and Mines, the Ministry of Transport and Communications, and EsSalud, in strict compliance with current regulations. In the case of the Ferrocarril del Centro, by delegation from the MTC, it will lead the contractual modification and administer the concession contract during the execution phase.
PROINVERSIÓN's participation and the contractual modifications comply with the legal framework for PPPs. Law N.° 32441 and its regulations allow for the incorporation of additional investments and extension of deadlines based on greater net benefits for the State or improvements in infrastructure and services. They require a multi-criteria analysis of alternatives that considers, among other aspects, the concessionaire's performance.
The addenda allow concessionaires to incorporate investments without initiating new award processes, accelerating improvements in infrastructure and services for the population.
PROINVERSIÓN evaluates alternatives, including a new tender, and verifies that each proposal generates citizen value and balanced conditions for the State and the investor. It only proceeds when it identifies substantial advantages, as in these four cases. The analysis considers the economic value of the rights granted or extended, including the concession period, against the investments and benefits received. It also considers adequate deadlines for recovering new investments.
The evaluation incorporates the cost of postponing decisions: delaying social benefits and compromising Peru's strategic position in the Pacific.
PROINVERSIÓN's Executive President, Luis Del Carpio Castro, emphasized that not deciding can be more costly and highlighted the importance of trusting technical authorities to promote timely investments that contribute to the country's sustainable development.
The addendum to the Lima and Callao natural gas distribution contract, managed by Cálidda, will allow this service to be extended to 15 cities in Apurímac, Ayacucho, Cusco, Huancavelica, Junín, Puno, and Ucayali. It includes the construction of 2,510 kilometers of distribution networks, two gas reception and regulation stations (City Gate), and nine satellite regasification plants.
PROINVERSIÓN issued a favorable opinion after evaluating alternatives and concluding that it is cost and time efficient, mobilizes private investment, and prevents the State from financing the infrastructure. A previous tender received no offers. Repeating it would require time, new studies, and facing market risk again.
According to Del Carpio, if the process is completed in a timely manner, deployment could begin next year. Postponing it would prolong the higher energy expenditure for thousands of families. "The service will reduce expenses for households, restaurants, and small businesses, freeing up resources and contributing to regional reactivation. Regional authorities have also requested accelerating massification," he noted.
This addendum complements the strategic gas transport projects to the south, on which PROINVERSIÓN continues to work. Del Carpio stressed that transporting gas and distributing it are distinct tasks, and urged to continue the process to serve waiting families as soon as possible.
The addendum for the Callao Mineral Concentrate Loading Terminal includes the relocation of the conveyor belt, the implementation of a hydrocarbon discharge system at the existing pier, and the construction of a new pier for liquid bulk cargo. These improvements will strengthen the logistics and port infrastructure of the country's main port.
The addendum for the Ferrocarril del Centro will allow the implementation of the necessary infrastructure for the passenger train between Lima and Chosica. The addendum to the EsSalud logistics and medicine distribution contract, operated by Salog, will expand the "Farmacia Vecina" program from 120,000 to 500,000 insured patients served in Lima and Callao. It will also incorporate a technological platform for monitoring chronic patients and improvements in the timely delivery of medicines.
So far this year, with PROINVERSIÓN's technical support, two addenda have been signed that will accelerate investments of over US$1.67 billion. The first corresponds to Torre Trecca, which will transform the emblematic building into a high-complexity health facility; the second corresponds to the Second Group of Regional Airports, aimed at modernizing the airports of Juliaca, Arequipa, Tacna, Puerto Maldonado, and Ayacucho, strengthening air connectivity, tourism, and regional economies.
In 2025, the addendum for the Matarani Port Terminal was signed, which will increase its cargo handling capacity by 50% without using public resources; and in 2024, the addendum for mining concession N.° 9 of Bayóvar, in Sechura (Piura), focused on the production of phosphate rock, was signed. Together, both addenda total investments of US$1.64 billion.
The Agency will continue to evaluate each proposal with the same technical commitment, transparency, and strict adherence to regulations, so that only those that generate value for citizens and a fair scheme for the State and private investment proceed.
