The development of the infrastructure seeks to strengthen the mining and logistics activity in the south of the country, with the aim of consolidating that area as an important point for growth. The investment will be US$ 404.8 million.
The Ministry of Transport and Communications (MTC) supported the agreement between Proinversión and Shougang Hierro Perú, which will unblock the suspension of the concession contract for the New San Juan de Marcona Port Terminal, which includes an estimated investment of US$ 404.8 million.
The Minister of Transport and Communications, José Tangherlini, participated in the signing of the agreement, which will allow the effective handover of the land and the start of engineering and construction work. To date, according to the Comptroller's Office, there are still no developments in this regard.
If completed on schedule, the terminal's concession contract will come into force and private investment aimed at modernizing the National Port System will continue.
Shougang Hierro Perú committed not to claim or exercise rights derived from its mining concessions within the area planned for the project. Likewise, the agreement maintains the MTC's ownership of the land that will be handed over to the concessionaire San Juan Port S.A.
Minister Tangherlini indicated that the terminal will have an influence on 29 provinces and 280 districts of Ica, Ayacucho, Arequipa, Apurímac, and Cusco. He added that the infrastructure will offer a new logistics alternative for productive activities and mining projects in southern Peru.
For the MTC, the agreement allows the resumption of a project considered of public necessity and utility. The entity maintains that the terminal will strengthen logistics infrastructure and support the growth of productive and mining activities in the south.
The concession will be valid for 30 years and will include the design, financing, construction, operation, maintenance, and transfer of the multipurpose port infrastructure.
The first stage will require more than US$ 271 million to build a pier with two berths, an access bridge, storage areas, loading systems, and port equipment.
The new terminal will primarily handle shipments of iron and copper concentrates from the Pampa de Pongo mine. It will also mobilize general cargo, containerized cargo, and inputs related to mining projects.
The Comptroller General of the Republic observed the controversy process between ProInversión, the MTC, and Shougang prior to the signing of the aforementioned agreement.
According to Control Milestone Report No. 11425-2026-CG/APP-SCC, whose evaluation period was from August 21 to 26, 2026, there is a legal controversy that puts at risk the signing of the possession act with the concessionaire of the Marcona port.
In detail, the control entity warns that, despite the signed agreement and the unblocking, there is a deadline for the handover of the land to this company. The deadline, they assured, is October 12.
