The regulation declares this strategic naval infrastructure for the maintenance and repair of large vessels in the port of Callao to be of national interest.
The Executive Branch promulgated the law declaring the construction, equipping, and operation of a post-Panamax dry dock in the port of Callao to be of national interest, a key infrastructure for the maintenance and repair of large vessels.
The measure was formalized through Law N.° 32589, published in the Legal Norms bulletin of the official gazette El Peruano. The regulation states that the project is part of the national maritime policy and seeks to strengthen the naval industry, maritime security, and Peru's position as a regional logistics and maritime hub in the South Pacific.
According to the provision, the dry dock will be used for major maintenance, repair, modernization, and construction of large civilian and defense vessels.
The promulgation occurs after, at the end of April, the Plenary Session of Congress unanimously approved the project that declared this infrastructure to be of national interest.
During the parliamentary debate, the President of Congress, Fernando Rospigliosi, author of the initiative, pointed out that Peru loses around US$ 180 million annually due to not having a dry dock capable of serving large vessels arriving in the country.
He also stated that the project is articulated with the development of the Chancay megaport and the future expansion of the port of Callao, in a context of increased transit of post-Panamax vessels in the Pacific.
According to the opinion debated in the Legislature, the work could require investments close to US$ 450 million and be executed at the Callao Naval Base, according to estimates from Servicios Industriales de la Marina (SIMA).
The promulgated law bears the signature of President José María Balcázar and the President of the Council of Ministers, Luis Enrique Arroyo Sánchez.
A dry dock is an infrastructure used for the maintenance, repair, modernization, and construction of vessels out of the water. In this case, the project approved for the port of Callao will be aimed at serving post-Panamax vessels, meaning large vessels that exceed the traditional dimensions of the Panama Canal.
